Installed BOINC. rebooted, tried boinc manager. said "reboot required", rebooted, tried again, same error. deleted BOINC, re-installed, same process, same results. cleaned registry entries, same result. I think ET's do not want me looking for them.

Somehow a little file that tells BOINC to tell you of a need to reboot was not deleted / maybe cannot be deleted, but forgot the exact name. Look in root or in the BOINC program directory for some oddball named file.

Edit: Actually, easy to find... RebootPending.txt is what needs to be deleted manually: http://boinc.berkeley.edu/dev/forum_thread.php?id=4107
