I wonder how much of the current time out is still related to the massive CLOUDFLARE outage that started about 12 hours ago? Cloudflare is still undergoing lots of "maintenance" across their system https://www.cloudflarestatus.com/. SETI website just came back just as I was about to hit post on this message.
