Should I increase the memory usage in the preferences to 100% to increase BOINC performance? What are some other settings I can use to increase performance other than using third-party software and other than what I found in the BOINC wiki?

Uhm, the answer depends on how much RAM you have in your system and how much is required by the projects you run. More RAM and a better CPU or better GPU are always better. But not required.
