Open the Command Prompt, type boinccmd or boinccmd.exe and nothing noteworthy happens. The Boinc program directory, C:\Program Files\BOINC, is on the path and boinccmd.exe is in it. Make C:\Program Files\BOINC the current folder, and type boinccmd or boinccmd.exe and nothing useful happens.

Boinccmd.exe does not respond to any commands, nor do -help or --help arguments have any effect. It is impossible to tell whether or not boinccmd is running as it does not appear in Task Manager Details display when called from the command prompt. When called from the command prompt there is a brief flash as though it has opened a new terminal window, which immediately closes.
