I failed with the instructions too but in my case, it may have been because Windows was running in a VM. It is known that docker and Virtual Box don't play well together so I am hanging off installing it in native Linux.

Well I have VM's, but none of these run in a VM, nor is it PC specific, tried it on Linux and Windows. CLANK!
Somebody should make a install for dummies I guess, BOINC gonna loose a lot users with all this probably. For sure I may just drop it all
as I am not risking burning up PC's because they won't stop running full blast if you don't suspend manually.

Then install Boinc without Docker - it’s not used and not needed.

There are instructions at BOINC Central project forums. The only open project to use Docker.

I recomment using this installer: https://github.com/BOINC/boinc-buda-runner-wsl-installer/releases
It will install a minimalistic WSL image that will be used by BOINC.
BOINC maintainer.
For any insight, check my BOINC Development Blog.
